REACH (New Legislative Framework on Registration, Evaluation and Authorization of Chemicals Substances) is a new European Community Regulation on chemicals and their safe use. The new law entered into force on 1 June 2007.
The new regulation doesn't only focus on opening markets for local Egyptian producers in the European market but it also serves as a market based instrument in promoting cleaner production and sound environmental performance, the Regulation also insures the assessment of the physicochemical hazards for human health and the Environment for each chemical to be registered .
According to REACH requirements, the Egyptian companies which are exporting to the EU countries are obliged to comply with these new requirements. Subsequently, the Egyptian companies are obliged to pre-register their chemicals by the first of December 2008 otherwise they will not be able to further export their chemicals for the EU market.
The ENCPC was involved in formulation of the national steering committee on REACH which has representatives from different competent authorities (e.g. Ministry of Trade and Industry, Ministry of Environment, Federation of Egyptian Industries (FEI), Chemical & Fertilizer Council). The mandate of the National Steering Committee on REACH is to provide assistance to the Egyptian companies in the process of complying with the requirements of REACH for pre-registration and registration of their chemical substances.
In this context, the ENCPC has provided the pre-registration services to 67 Egyptian companies in close cooperation with a selected Only Representative (OR). BiPRO is the contracted OR for ENCPC where both are currently assisting more than 26 Egyptian Companies in the full registration stage for 2010 according to REACH requirements.
