Technical Assistance for implementation POPs project in Egypt in close cooperation with Egyptian Environmental Affairs Agency and World Bank

Background

The Egyptian Government completed its National Implementation Plan (NIP) in mid 2005 and submitted the finalized document to the Stockholm Convention on March 16, 2006. The country’s priorities in terms of POPs, as outlined in the NIP, include actions plans to address unintentional releases of dioxin and furans, management and environmentally sound disposal of PCBs and obsolete pesticides, institutional and regulatory strengthening measures, and awareness building and stakeholder involvement activities. The Egypt National Cleaner Production Centre and the CSD Engineers SA (www.csd.ch) were awarded a tender to update the existing data of PCB’s (Poly Chlorinated Biphenyls) and Obsolete Pesticides (including pesticides listed in Stockholm convention) in addition to prepare a co-financing strategy for management of PCBs and obsolete pesticides in Egypt.

Objectives of the project

  • Complete and update the existing inventory of PCB oils and PCB-contaminated equipment in Egypt, by carrying out screening tests and analysis at pre-identified PCB hotspots.
  • Update the existing inventory of obsolete pesticides.
  • Raise stakeholder awareness on the status of POPs issues in Egypt.
  • Identify potential private sector, multilateral and bilateral donors and to propose options for co-financing the upcoming GEF project.
  • Prepare a summary report that illustrates the current POPs situation in the country. The report shall incorporate results from PCB and obsolete pesticides inventory updates, as well as results from an independent assessment of dioxin and furan emissions in Egypt, which is being conducted in parallel to this project. This report will be the basis of the project document that will be submitted to the GEF for funding of the Egyptian POPs project.
  • Capacity Building of local staff on PCBs and Obsolete pesticides (characterization, testing and inventory development).

Project Activities

  • Review of existing data on PCB Stock to be available.
  • Prepare an initial PCB inventory, which includes methodology development, data collection and data analysis and results.
  • Review of existing inventory of obsolete pesticides.
  • Update of inventory of obsolete pesticides.
  • Preparation for the development of co-financing strategy.
